How to become an approved Centre to offer Street Works qualifications
You need approval from an Awarding Organisation to offer Street Works qualifications. It is a three-step process:
- Contact an Awarding Organisation for approval:
- The Awarding Organisation will inform SWQR when you have been approved and you will be given a unique Centre Number.
- You need to set up an account with SWQR before you can submit applications. Please contact us on swqr@qualifications.gov.scot to request a Centre Account Form. Once the relevant credit checks have been completed by our finance department, we will confirm that your account has been set up and send a Welcome Email with information on the application process and our Centre Guidance document.
Checking a candidate's details held on the Register
Candidates who are currently on the Register should be able to provide you with their SWQR ID card upon request, so please contact them before submitting a search request to us.
If a candidate is not able to provide their card details, we recommend submitting all search requests by email to swqr@qualifications.gov.scot so you have a written record of our reply. You can however call us on 0345 270 2720 if you prefer.
We can check up to three candidate records per call. We can:
- Check if a candidate is on the Street Works Qualifications Register
- Confirm what qualifications a candidate holds and the expiry dates.
If you have four or more candidates, please submit your request using our enquiry form or by email to swqr@qualifications.gov.scot.
If you require more information than the 2 points listed above, we offer 3 types of report to provide the details you may require. A fee is charged for producing these reports as they require additional resources to collate.
- BASIC REPORT: A list of all candidates we have on the Register for your centre showing the following details:
- Candidate name
- Units awarded
- SWQR ID card number
- Application type
- Date of application received
- Country of work
- Date posted
This report will only include applications that resulted in a card being produced. Any applications that were rejected are not on the Register and will not be included. We are unable to advise the expiry dates as each unit on an England/Scotland legislation card can have its own expiry date and we cannot pull this through onto this report.
- DETAILED REPORT: This is an individual report, specific to each candidate, and includes all the details above plus expiry dates for each unit, details of any outstanding unclaimed results, advice on how to claim these and details on how to renew, if applicable. If we still have the information available, we may also be able to advise if an application was rejected.
The fee for this report is charged per candidate, even if the outcome is that we do not hold any details for them on the Register.
- UNCLAIMED RESULTS REPORT: A list of all unclaimed results we have on the Register for your centre showing the following details:
- Candidate enrolment number (AB number)
- Candidate name
- Date of birth
- Awarding Body name
- Your centre number
- Unit number and name
- Certification date
This report will include all unclaimed results that were certificated by an Awarding Body within the last 5 years, after which time the results are no longer valid and automatically fall off the Register.

Each time a candidate adds to or renews their qualifications the details are added to their record to build up a complete history of their Street Works qualifications. This record will remain on the Register for 7 years after the card/units expiry dates. After 7 years, if no renewals have taken place, the record will drop off the Register and we will no longer be able to provide any details for that candidate.
Who applies for the candidates' cards?
As an approved Centre, it is your responsibility to apply for the candidates' cards once they have been certificated.
If the application is rejected, it is your responsibility to sort the issue and submit a new application form.

If a candidate needs to order a replacement card, or they wish to Re-register their Wales/Northern Ireland card, they can do this by submitting an application here: Candidate Application Form. They will then need to phone us on 0345 270 2720 to make payment.
How to resolve discrepancies
When a candidate attends your Centre for Street Works qualifications, they should provide you with their SWQR card so you can check that their current details are correct and that the correct assessments are taken and applied for. If they do not have their current card, we can provide their details by emailing us at swqr@qualifications.gov.scot.
If a candidate has not previously held an SWQR card, a new record will be created on the Register using the details we receive from the Awarding Body result file, and the application form you submit.
Please ensure that the details on the application form are correct and that they match those given to the Awarding Body when you requested certification.
- If there is an error on the candidate’s certificate, you will need to contact the Awarding Body directly to have this amended before you apply for their SWQR card.
- If the details you provide us on an application form do not match the results file from the Awarding Body, we will reject the application and contact you by email with guidance on how to resolve the issue.
- If the details you provide us on an application form do not match those currently held on the Register, we will reject the application and contact you by email with guidance on how to resolve the issue.
Where will candidates' cards be sent?
When you complete an application form via our website, the default postal address is set to the Centre address you provided when you set up your account with us.
If you would like a card to go to a different address, you must provide this on the candidate's application form.
It is the Centre’s responsibility to update us if the Centre address changes. If replacement cards need to be ordered due to the address being wrong, a fee will apply.
What to do if a candidate's card is incorrect
Please contact us at swqr@qualifications.gov.scot with the candidate’s full name, date of birth, SWQR card number and details of the error.
We will investigate and contact you with the best way to resolve the issue. If the card has the wrong units and/or expiry dates on it, we may ask you to return it to us before we issue a new one.
What to do if you don't receive the cards you applied for
Please wait at least 15 working days from the application date before contacting us regarding missing cards.
After 15 working days, please email us at swqr@qualifications.gov.scot with the candidate’s full name and date of birth. If you know the SWQR card number, candidate AB/enrolment number or the Web Reference number that the application was submitted under, please include these details too.
- If it has been more than 15 working days, but less than 3 months since the original card was issued, we may be able to offer you a replacement card free of charge. Any changes to the card or the postal address will be charged at the standard fee.
- If it has been more than 3 months since the original card was issued, you will need to submit an application for a Replacement Card via our website and the standard fee will apply.
How to become an approved Street Works Awarding Organisation
To ensure the quality and integrity of Street Works qualifications, Awarding Organisations have to be approved according to the legislative requirements across the four nations.
England, Northern Ireland and Wales
- The Awarding Organisation needs to be an Ofqual recognised Awarding Organisation
- Once approved by Ofqual you must contact the DfT Policy Group for SWQR on contact@hauc-uk.org.uk to provide:
- evidence of your Ofqual approval
- projected timescales for delivery
- confirmation of the countries where you intend to certificate
Once approved to offer Street Works qualifications, the Awarding Organisation will be invited to join and contribute to the DfT Policy Group.
Please note: we can't accept registrations for Centres or candidates until we have confirmation that the Awarding Organisation has been approved by the DfT Policy Group.
Scotland
Where an Awarding Organisation is considering certificating candidates that operate in Scotland, they must be approved by Transport Scotland - Apply to Transport Scotland
The Transport Scotland representative will present the Awarding Organisation approval application to the DfT Policy Group. Once approved, the Awarding Organisation will be invited to join and contribute to the DfT Policy Group.
