How to become an approved Street Works Centre

Becoming an approved Centre to offer Street Works qualifications is a three-stage process:

1.  You must contact one of the following Awarding Organisations for approval:

  • CABWI Awarding Body
  • City & Guilds
  • Lantra
  • SQA

2. The Awarding Organisation will inform SWQR when you have been approved.

3. SWQR will dispatch a Centre pack. On successful completion of the documentation, SWQR will confirm that you are now a “recognised” Centre.

How to check if a Candidate is on the Register and what qualifications they hold

SWQR will answer a maximum of three general enquires per telephone call:

  • Checking whether a Candidate is on the Street Works Qualifications Register.
  • Finding out which qualifications a Candidate holds.
  • The validity of the four nations’ requirements.

If you have four or more enquiries please submit your request using our enquiry form.

Where a Centre submits a single search request for more than 30 Candidates, we will apply an administration fee to cover costs for processing. Please note that this service will be dependent upon the availability of resources at the time of the request.

How to resolve discrepancies

As approved Awarding Organisations are responsible for issuing certificates, SWQR will use the Awarding Organisation results as the primary key to validate claims. Centres and the Awarding Organisations will be required to resolve any discrepancies and provide SWQR with sufficient evidence to produce a valid Candidate card.

SWQR is unable to resolve these issues as we do not produce certificates or provide Candidate assessment.

How to become an approved Street Works Awarding Organisation

To ensure the quality and integrity of the Street Works qualifications, Awarding Organisations have to be approved according to the legislative requirements across the four nations.

For England, Northern Ireland and Wales:

  • the Awarding Organisation needs to be an Ofqual recognised Awarding Organisation
  • Once approved by Ofqual you must contact the Chair of the DfT Policy Group for SWQR (Robert Hudleston) to provide:
    • evidence of your Ofqual approval
    • projected timescales for delivery
    • confirmation of the countries where you intend to certificate

Once approved to offer Street Works qualifications, the Awarding Organisation will be invited to join and contribute to the DfT Policy Group.

Please note that SWQR will be unable to accept any registrations for Centers or their Candidates until we have received confirmation that the Awarding Organisation has been approved by the DfT Policy Group.

For Scotland:

Where an Awarding Organisation is considering certificating Candidates that operate in Scotland, they must be approved by Transport Scotland

The Transport Scotland representative will present the Awarding Organisation approval application to the DfT Policy Group.  Once approved, the Awarding Organisation will be invited to join and contribute to the DfT Policy Group.

Please note that SWQR will be unable to accept any registrations for Centres or Candidates until we have received confirmation that the Awarding Organisation has been approved by the DfT Policy Group.

Where will Candidates' cards be sent?

Candidate ID cards will be sent to the address on the application form. Where an address has not been provided, SWQR will issue the card to the Centre’s main address we hold.

We have received a card and the details are incorrect. How can this be resolved?

The incorrect card must be returned to SWQR, with a cover letter detailing the discrepancies.

We will investigate the issue/s and contact you to discuss our findings and the best way forward to resolve the issue/s.
